Well obviously the game was going for an extreme for the sake of story and entertainment, my point was that that the US does hold foreign territory while denying them things like the right to vote (and even citizenship in the case of one island) then talks about how thy're the home of democracy and freedom. Withholding those rights for decades (roughly a century in some cases I think) and refusing to help territories like Puerto Rico out of financial debt despite them being officially US territory is kind of fucked up and it's not much of a stretch to imagine the US taking real advantage of new colonies if things went in direction in future.

Not really. At least, not on their own they didn't. The president of the US is their head of state and US congress can and does rewrite their laws, including disallowing them from declaring bankruptcy several decades ago but also re-writing their laws to give tax breaks to corporations to incentivize them to relocate to Puerto Rico, which they then withdrew when industry on the the mainland wasn't doing so well and making Puerto Rican bonds triple exempt before stashing a shit load of those bonds.
