Interestingly the Americas are a union like the EU that in its inception was designed to be much larger than it is, and had a lot of traction in the Clinton years. It mostly fell apart though and just became a thing to keep trade negotiations between nations healthy. Actually when it was being discussed the Front Mission series took the idea and applied it to their universe, creating the USN. Well obviously the game was going for an extreme for the sake of story and entertainment, my point was that that the US does hold foreign territory while denying them things like the right to vote (and even citizenship in the case of one island) then talks about how thy're the home of democracy and freedom. Withholding those rights for decades (roughly a century in some cases I think) and refusing to help territories like Puerto Rico out of financial debt despite them being officially US territory is kind of fucked up and it's not much of a stretch to imagine the US taking real advantage of new colonies if things went in direction in future.

Although, on the other hand, I do think the major reason that existing territories continue to be treated so contemptuously is that most people aren't even aware they're a thing so it's never discussed or made a point of contention in popular opinion.

Not really. At least, not on their own they didn't. The president of the US is their head of state and US congress can and does rewrite their laws, including disallowing them from declaring bankruptcy several decades ago but also re-writing their laws to give tax breaks to corporations to incentivize them to relocate to Puerto Rico, which they then withdrew when industry on the the mainland wasn't doing so well and making Puerto Rican bonds triple exempt before stashing a shit load of those bonds. Puerto Rico is definitely responsible for a lot of the problems on the island and became reliant on US companies over the decades, but mostly because the US themselves were making Puerto Rico a tax haven to try and relieve their own wallets.
