It's technically true. The series that Ishinomori and Hirayama created has basically nothing to do with anything made 2000 and after. It's pretty obvious the only reason Heisei even called itself Kamen Rider was for brand recognition and it was easier than coming up with a new franchise. So Heisei fans really don't have any reason to even know who they are.

Kuuga was clearly attempting to be a modern take on the franchise. Grounding the monster vs monster stuff from the late 80s and early 90s by giving a lot of focus to civilians and police.

Afterwards we have Inoue dominating the franchise's direction, with it becoming J-drama with some super hero on the side. By the time of Decade and on though, it's obviously connected to Showa again, just also bond Bandai and the overall lighter show standards.

The thing on OG Amazon's left arm is the GiGi Armlet. Ten-Faced Demon Gorgos had the GaGa Armlet. Gorgos wanted to possess both because apparently having both makes you unstoppable.

It stopped being as much of a plot point when Amazon killed Gorgos halfway through the show, but Garanda has it afterward. Amazon manages to both Armlets against them in the last episode. It doesn't do much other than make his Daisetsudan stronger, though.

The Amazon Registers are visually based on the GiGi Armlet. It's obvious the gold one is meant to reference the GaGa Armlet.
