To give a longer answer. Sure, hands stayed involved, but the style has changed with computers a lot. What played a big role is that at the start of digital anime epoch, the drawing/desings were simplified a lot, probably to make it all easier and because computers were slower, tools worse. See how for example the Gestalt OVA looks. Or Excel Saga.
By the time the complexity of art rose again in later 2000s to compensate up for the loss of that intangible paper/pen/pencil/ink/film effect (that makes old simple art look more vivid than comparable simple digital painting), the aesthetics changed a lot. For those reasons, anime was never the same again.
Got to see the wider context before jumping at semantics and going mad.
