The Gavan suit was remade for Gokaiger vs Gavan and the Gavan movie, both of which have better budget. On those, Sharivan and Shaider were secondaries.
The Sharivan and Shaider movies were v-cinema where suits are usually kitbashes (like the Gavan Bootleg used for Estevan) so they used the same Sharivan and Shaider suits.

Because he needed two suits, one of which had to be distinct from the other because both Gavan's teamed up.

The other two that wasn't necessery because original Sharivan never teamed up directly with the new and original Shaider died.

I don't know, but the fact is that toei tends to buy 100% new (hero)suits when they're backed by bandai or for theater movies. For suits introduced for the sake of the show itself they tend to reuse old ones or make what we call "kitbash" by recoloring or taking pieces from other suits. There's a few exceptions though.

This had the best lore in all of toku-verse. Aren't they like Jedi/Green Lantern? A shame they focus more on Earth than exploring the setting. A Firefly/Star Trek Metal Heroes show would be cool desu.
