The main characters in Plus are technically under the military. One being a troublemaker doesn't discount anything.

In 7 it was mostly Barasa's anti-establishment towards everything, not just the military, and it was kept in check by the fact that you had a character or two in the military who were very human, and whom you could see and relate to. Sorry but Kinryu is not one of them, that death was 2bomber to be human.

NUNS ineptitude was only prevalent in Frontier because they couldn't win against the Vajra in tactical battles and had to pull out the big sticks every other time. Catherine , Luca, and Alto didn't nearly represent the NUNS administration well enough to form any other opinion apart from indifference, and it'll be unfair if we just judge them all based on Leon. Shit, the guy captaining Battle Frontier didn't even get lines outside of combat scenes.

Insofar for Delta the NUNS are getting slapped but, let's be honest, Mirage, the PMC member, is currently more military than the military, who are just jobbing like on any other Monday when faced with a non-conventional threat.

As someone who has watched more than his fair share of mahou shojo, I can tell you that's not true at all. Especially since the concept Walkure is working with has been around since 7
