The Tau aren't being written out any time soon, or ever. Despite being shitty in the fluff, and logically should be wiped out by the Tyranids, they are consistently one of the best sellers in terms of models.

And they recently got two consecutive campaign books that actually advanced their story forward a bit. TL;DR version is the Tau beats the crap out of the Raven Guard, White Scars, Imperial Guard, and some Knight houses (because the Tau are genius and the Imperium are retards), and then the Mechanicus uses some super weapon on the Tau which creates some giant space fire that completely cuts off the Empire from all of their recent gains, kills millions of their own troops, and Space Pope gets assassinated by a Culexus Assassin.

Ultramarines were basically the only army they could get for like a decade so they are too used to it to switch now. GW wouldn't even translate the codexes for the longest time so fans had to translate it into Japanese themselves.

The Imperium is kind of like the Zentraedi. They have a bunch of advanced tech made long ago which they no longer know how to make and only vaguely know how to operate and repair, they have a shitload of ships, and their biggest weakness is mental attacks that make them turn on their allies.
