Hy-gogg is a succession of the Gogg.
In the Gogg's case, alongside the Z'gok, and Zock, its body is meant to minimize draw while "swimming" underwater. This is more clearly seen in the Z'Gok and Zock than the Gogg, but the original Gogg's retractable arms and shoulder pads are a part of its swimming design.

The Hy-Gogg by this rationale isn't actually as well thought-out (e.g. its monoeye visor is teeny compared to the original Gogg) but it still gets the job done. Its arms retract, its shoulders reduce drag, and its feet allow it to more easily direct itself whilst swimming. Moreover, it is much more maneuverable on land than the bog standard Gogg.

Acguys are amphibious rather than full-on marine MS, hence their overall more humanoid look when compared to the other primary water MS. Sharing the Acguy's role are the Zogok and Juaggu. Don't ask about Agguguy, I don't know.

From a designer's perspective, Zeon is the bad guy.

All the machines are dark greens, purples, blues, or browns as opposed to the EFSF's clean white and heroic red. They all have spikes, tubings, claws, use barbaric weapons like axes and tribal swords, have a single crazy eye, etc. They're designed to look like evil monsters, so you can immediately identify them as antagonistic.

I think the show even plays into that. Wasn't there an episode where Amuro freaked out because he was shooting at soldiers on open hoverbikes instead of inside a mobile suit?

Yeah, but the problem is that, first, its gun, already on top of its towerlike base, is technically incapable of rotating while attached to the tank body, making it more like a self-propelled gun than a true tank.

Second, while the Magella Top is capable of flight, it canonically has a very short flight time, making its use as an aircraft unfeasible.

These things mattered; the main reason the earth-based federation forces on Earth managed to hold out for so many months was because of not only Zeon's general inexperience with ground fighting, but because of the fact that their vehicles often simply could not quite serve their needs adequately. The Zeonic forces were making headway, but very slowly, and the even MS couldn't help them much there.

It also didn't help that, technically speaking, the common Zaku was not technically an MS optimized for land fighting. For this reason the Gouf, and then Dom, were developed, but for all that their actual deployment was held up for too long to really be useful.

Why is HyGogg the only aquatic mobile suit that ended up being worth a damn? You'd think it'd be relatively easy to make a giant robot meant to operate underwater, but apparently not. We can make stuff that works in space, but it's the ocean that consistently kicks the forces of human engineering and creativity square in the crotch.
