The idea behind her isn't terrible and she could have been good, but Anno for some reason steadfastly refuses to have her be a character.

We know nothing about her. She has spoken something on the order of 5 lines of dialog to people that were not herself over the course of two movies. She has no known motivation, interaction with other characters, or really much of an impact on the flow of events. She never successfully causing a thing to happen or stops it from happening, her biggest contributions are filling out combat sequences with stalling actions, and being a vehicle for more Eva merch.

She is a character design, she is a character idea, but she isn't a character because you could remove her from the script and change nothing else and nothing would get impacted one way or the other. She is empty calories.

Mari would have been a great character in her own series, given enough proper development, and given time to shine. Shoving her into eva didn't really help her at all, especially since her character does nothing for the over all narrative. I guess we got a manga explaining her backstory? But even then she felt like a completely different, unrelated character that just so happened to have the same name and a similar appearance.
