Conversion would be terrible you'd only further degrade the images, this PDF is just a collections of JPEGs anyway, it doesn't have any text or use any features of PDF so all you need to do is take them out, but the moron who who made this took a perfectly good archive and turned it into a PDF decided to lock it with a password.
