The series originally had hardsubs from shinsen using the tv version. The DVD added corrections and extra scenes to it, and for nearly 3 years had it be in process of getting those subs to the dvd here. Keep in mind is only 12 episodes.

Apparently? They had a business model of dubbing and releasing five episodes a year, but similar to GGG that fell through due to low sales an they released the rest of the show subbed only. They seem to be dead now more or less, which is annoying considering Raijin Oh still has a four episode OVA they could have licensed and blu rays which came out in Japan a few years ago.

Since it was too expensive to even dub the second half, yes. Although Sunrise/Bandai did basically enforce the initial outdated individual volume release plan, so that didn't help.
