I remember seeing a promo video of this back when it was new. It came in the same demo disc from a magazine that had the demo for the first Command and Conquer on it. I didn't even know what Gundam was at the time. Hell, I wasn't even into anime yet.

What was the story behind this anyway? Was it something Bandai hired a western studio make, like G-Saviour? Or was it some western studio licensing Gundam to make their own game?

The War for Earth was a PC/Mac/PS1 game that was developed by Presto Studios. It's the only Gundam game developed by a Western studio.

It vaguely follows the story of MSG up until Garma's death. The entire game is made up of quicktime events, and takes like 30-40 minutes to beat.
