I think most of the suits with time limits are due to the suit literally killing the user. G4, IXA, and Dark Kiva for example. Technically all the Ryuki suits have a time limit when in the Mirror World. OOO combo forms put intense strain on the user and could only be used for a short time.

Kuuga Pegasus can only be used for a few seconds before Godai collapses from the pain of using it, since it comes with super-senses but no way of filtering out all the noise. Ultimate has even better senses, but also alters his brain so he can process it just fine.

G4 would kill you after a while from the strain, and then it would keep moving with your corpse in it.

Ryuki suits all have time limits in the Mirror World.

Faiz Axel shuts down after ten seconds. Faiz belts in general have a time limit of until the next stiff breeze rolls by.

IXA is a little less strenuous than G4 but still dangerous to wear, Dark Kiva seems to let you use it however long you like but only three times if you're not compatible.

Accel Trial doesn't seem to actually have a limit for how long he can use the form, but it punishes him if he fails the time trial.

Birth presumably runs out of energy from a Cell Medal after a while, though I don't think it ever actually happens.

Wizard All Dragon has a timer, but surprise, it does fucking nothing.

Watermelon Arms has a recharge period but no time limit while in use.

Drive Deadheat makes you go berserk if you spend too long in it unless you're Mach.

I'm noticing that pretty much anytime they have an older character in rider, unless that character is a straight up villain, they go out of their way to show how awesome and superior that character is as a rider. It hit me when I was rewatching the OOO movie. Eiji struggles to keep his shit together in the past without his usual powers, and even when he does get his Tatoba combo back, he nearly gets curbstomped. But then Mr. Tokuda, the middle aged soap opera star from a show that originally had nothing to do with Rider, rides in and easily cuts down dozens of enemies even Eiji nearly lost to and doesn't even break a sweat doing it.

All the crossover movies lately have been doing the same thing. Takumi is completely blown away by elderly Jin Keisuke's wisdom and skill, Murasame Ryo tanks a giant anime skull sword through the shoulder without even being in his Kamen Rider ZX form and walks it off like a bee sting, and good old Takeshi Hongo just intimidates the shit out of everyone.

Even when it's not in crossovers, older riders within certain seasons are almost always respected and more skilled, more accomplished than other riders. Look at Hibiki for example. As the oldest main rider to date, he was never considered unreliable, never floundered or struggled with his role as a hero, and everyone looked up to him and respected him. And not just him either, Todoroki and Zanki had the same thing going on.

Yeah, the helmets sort of magically disappear, but it's fiction. Entire suits can come out of nowhere. It completely kills being immersed in that pitch because they write them like Frie from Winspector, who has to deal with working in a hot suit.

They needed a makeup artist or something to show how the suit is a body transformation and not a suit. Like, give them veins or something than run from the collar up to the face.

It's really a "your mileage may vary" kind of thing. Both series had a lot of retarded plot points, but the difference in how they reflected on the characters is huge.

For instance, Takumi and Wataru both have plotlines that hinge on them being confused and doubting themselves. However, Takumi isn't characterized as an outwardly simpering child, so it's a little more palatable in Faiz.

They can take off their helmets because they aren't helmets. They explain in show that transforming into an oni is not easy to do, it takes practice and concentration and lots of training, or it fucks your body up horribly. Unlike most riders who just flip a switch or push a button then wait for their suits to form, the oni of Hibiki control their transformations with mental focus and willpower, their transformation items are just the catalyst to start the process.

So, baring all that in mind, it makes sense that they learn to control partial transformation. They learn to dispel the oni form just around their head so they don't stomp around looking like full on mythical monsters, but also aren't bumbling around naked after their clothes are burnt off.
