This is probably stupid question, but why the pachinko machine needs to be franchise-themed like this?

I can understand with popular franchise-themed mobage and their gacha system exploits Japanese and their gambling addiction because nowadays everyone have phones and it appeals to their own fanbase anyway.

What can't I understand is why the pachinko machine needs to be themed after anime or tokusatsu show like Aquarion or Garo. Who is the target market of this type of pachinko machine, fans who like to play pachinko, isn't it little too niche? If it's made to appeal to every pachinko player who aren't into anime/tokusatsu, do cool-looking characters play part to attract them when it doesn't really matter in gameplay?

That exactly. Having flashy characters of any sort and providing a 'story' to advance to keep people playing to see it to the end. If it's a franchise, half the design work is already done, and you have added brand recognition that'll catch the eye of fans of the franchise.
