Every time I see this shit I can't help but think it's one of those "we translated this way too fucking literally" moments where the intent just parses fucking terribly in english. There has got to be a way to take the meaning and make it sound less dumb. Like Naked Snake and The Boss; EVA keeps trying to parse their relationship as lovers or mother/child or teacher/student and Snake keeps trying to tell her that it doesn't really fit a specific definition like that.

You look at Char's interactions with Lalah and the context makes more sense in a way - he was referring to her being able to foster his Newtype abilities and really awaken to them.

Look at their interactions, both in the series and Origin, Char defers to her constantly and even seems a bit jealous that Amuro had an awakening with her that he didn't.
When he says mother, he means as a sort of guiding figure to becoming more than just another person.

But...well...you're on the same board that still has people believe Kamille is canonically autistic because of that one screencap.

Kamille is canonically autistic. He punched the shit out of a military officer because he said Kamille had a girl's name. He then hijacks a Gundam so that he can kill the guy, before co-opting a real military conflict and turning it into his own autistic revenge scheme. Every interaction with other characters displays significant emotional and social stunting. He yells at people over nothing and blames all of his problems on his detached -- but not cruel -- parents.

Really it's quite the opposite, the statement should be read as superficially as possible. Char spouts this in CCA as a defense mechanism when confronted with the horrible things he has done. It's not his fault since he's missing his mother figure in life. Char isn't being deep or metaphorical here, he's just being very petty and cowardly by trying to make it look like he was the victim in all of this. The reason it sounds so stupid is because it's supposed to sound stupid: Char is reaching hard and pulling out Freudian bullshit in an attempt to make himself look like he was morally right. This is why Amuro is completely dumbfounded when he hears this line.

It's actually very similar to the Kamille, "I'm just an autistic kid." scene. Kamille isn't actually autistic, he's just feeling sorry for himself and using that as an excuse for him acting like an immature moron. Emma calls him out on this in the next scene. It's actually a criticism of using self diagnosis to excuse stupid behavior.

The meaning isn't immediately apparent (unless you've seen CCA, which this is referencing) because of how ducking awkward the phrasing is. The translation in CCA, "She could have been a mother to me," works a lot better for a number of reasons, mainly starting with how it doesn't imply Lalah literally being Char's mother.
