Most likely culprit. Reason being that he's working for the law. If Earth-chan, whom everyone considers to be a paragon of justice and whose side she helps to be the right side (even if that's a misconception, she just helps those who need help the most, but dumb people are dumb), was going to help the protesters, it would mean that the police is wrong.
