If they actually find the EXA-DB that could contain the blueprints to the mobile frames in IBO, but I don't see how newtypes would essentially disappear. The AW/Wing conspiracy at least has DOME and newtypes not really existing. X Rounders are real and come from both Earth and Mars. They're detected at a very young age. Implants could be a substitute for the helmets, but that would require a technological regression since implants are inferior technology that can kill you. At worst the helmets make you go insane.
