A little of column A, a little of column B. Seeing that Side 3's La Grange point is behind the moon, I guess Tomino figured 'Who needs windows when you're always in the moon's shadow?' The closed cylinder colonies have massive solar panel arrays and are lit via artificial lighting in both the residential and agricultural zones. Considering this doubled the available 'floor space', the EFF used that as an excuse to quadruple the amount of people they shipped to S3 during the colonization era. Once there, it was the local government's problem to deal with.
The only 'nice' closed cylinder colony is Zum City. Everything else is a god damned slum from what the series states about Zeon.

This is wrong, the closed type was a concept by Minovsky in-universe as a solution to expand the habitable capacity of the colony cylinder.
Also all the Earth-Moon lagrange points receive sunlight due to the tilted orbit of both Earth and the Moon.

One thing that always bugged me was in zeta they complain about the smog in the colony, why would anyone vent to the contained atmosphere when they could vent to space so easily?
Felt like a lazy way to show military development or industry in general as negative.

However easy it is to vent into space, it's always easier to vent into atmosphere. For safe venting into space, the unwanted gases need to be captured, stored, and then shunted through an airlock system to the outside of the colony. Or you can just not give a shit and don't bother safely containing gases and just let it into the colony interior.
Really, it's the same thing as asking "why do factories dump waste into nearby rivers and lakes instead of just filtering and storing it in drums for disposal?"

You don't need an excuse to build Closed O'neill, that's a perfectly valid concept as soon as you need to move a colony around the solar system or at place where the sun intensity isn't safe.
