It fits the battlefield they were designed for. They had to fight off giant Zentraedi, and they needed the mobility of their own powered armor rather than just using the giant and bulky Spartas to defeat them. But they still needed artillery support, so it can become a stable gun platform.

Why did they need the mobility of their own powered armor? In combat, they would never actually get out of their Hover Tank unless combat ceased and they started investigating around, or >>13627818 happened. I don't see how their powered armor (assuming you are referring to their pilot suit/armor they wear) would give them any advantage over the Zentraedi or the Masters.
