Tiger and Bunny was the no-budget series from Sunrise that season, going to simply accompany that other generic high school anime with the silver and red power armor, can't even remember the name.

That anime didn't even get a line, while Tiger&Bunny got mad doujins production thanks to fujos and 2 theatrical releases along a pretty wide SHF line-up and 2 MG.
It also got VN on PSP.

Too Western for Nippon tastes, no insufferable faggot teenage MC to attract younger viewers, no moe/otaku/waifu pandering to attract male viewers, no fujoshi-bait shenanigans to attract female viewers, no merchandise until years after the show was finished, a mostly Jazz or Jazz-influenced OST in a country that HATES the genre...

Basically, Japan has shit taste and this show has every element in it's core of being something that turns off Japanese viewers. It was only until The Big O itself showed up in an SRW Game did anyone start to like it; Same with G-Gundam.

Fukuda's Cyber Formula had clearly jazz-inspired OST as well. OK, the TV series apparently did have poor ratings at first (enough to shorten the show from 50 to 37 eps and Takara to lose interest in it), but it proved popular enough to both win Animage's 1991 Anime Grand Prix and get OAVs almost to the end of the century, continuing with jazzy OST (well, except for Sin which has literally no trace of jazz, but Sin is overall the black sheep of this franchise). Several of Braves had jazz influences in their OSTs as well (though not as much as CF).
