IIRC it was never confirmed whether he was Eka Darville or not. Also, they apparently didnt have him out of suit because he was part of SAG and if they credited him they should have paid him more than what they did.

The truth is Shocker's not just a terror organization either. They're a straight up Illuminati-style cyborganics group run by the manifestation of inhuman evil. In the original Kamen RIder, Japan is literally the only place Shocker doesn't have its claws fully dug in.

The Grongi themselves are technically humans too though. Their division from the Lintos come from their culture and ability to go beyond human, so joining something like Shocker doesn't seem that hard.
