That was the first English translation, it wasn't even a direct translation, but from French.
There's a more recent translation by Bill Johnston that's much better.

I thought so too but iirc Kelvin was unreasonably angry at Sartorious regarding the straw hat person and acted like it was something truly fucked up. Maybe he was just angry about the whole situation though. I was 13 when I read it.
