Doesn't really matter. If you're well versed in Catholicism and have a general understanding of Ireland's history you'll be fine without footnotes. Joyce doesn't go as hard with references in this one as he does in his other works. I read it without footnotes the first time and didn't feel like I missed much when I read through aome critical essays afterwards.
Oxford includes some notes that are superfluous to a casual reader, but some of the endnotes are pretty decent if you're looking to get a more nuanced understanding of the book as a result of and a reaction to Irish culture at the very rear end of the 19th century.
