I can't speak to whether it's the best - it's probably not - but Paul Johnson's monograph for Penguin Lives offers an informed, well-written overview, which recognizes N's greatness but also notes his shortcomings, particularly wrt the various government systems he devised, which he was never really able to place on a firm, long-term financial footing.
