make sue you read up on them afterwards, i.e. follow the references to other texts and people (use a guide for the more cryptic references). Improves the experience a lot

But what makes Borges so great is his short and concise writing style. I'm sure if he had written novels they would quickly get very boring and pedantic.

The Name of the Rose is his best
it's essentially Holmes and Watson in Medieval Italy, chock full of references and allegories to other stuff (mostly theological). The Library of Babel idea sort of features in the plot.
Then try Foucalt's Pendulum. It's pretty hard to fully grasp all the references and satire but it feels very Borgesian
