I suppose it is in the same way that a standard play would be.
However they're not as publicly read due to them primarily being written for the cast and crew of a film. Saying that, there's certainly some very good screenplays out there worth reading, especially if you've enjoyed the films they became (e.g. Aaron Sorkin's screenplays; Paul Schrader's Taxi Driver reads like a misanthropic beat novella; Michael Haneke's Amour; etc).
