I've see a lot of posts praising Proust, but praising an English translation.
Can he really be appreciated in English? I've never read him.

The Moncrieff translation is masterful. I have not read the original french version myself, but I've been told by people that have that the translation holds up well.
Remember that translations are works of art themselves

moncrieff is considered by many to have created one of the greatest translations ever

According to this: https://www.theguardian.com/books/2014/aug/15/perfect-proust-translation-for-purists it's a very personal spin on what Proust wrote. Dunno if that's good or bad, but probably not recommended if you want the most accurate translation.

What did he mean by this?
If you want to read Proust in the purist form just learn French. It's not like french is a difficult language. Moncrieff is definitely the best piece of literature as far as translations are concerned, otherwise. It's sublime.
