Austerlitz should be considered, it's more novelistic and accessible than most of his work but, really, the Rings of Saturn is a masterpiece and demands to be read (as is most of his work, imo).

I've read and loved nearly everything he's written. The order isn't particularly important. If I were to make a list of my favorite books I'm sure The Rings of Saturn would make the top ten. Its discursive style takes you to the most unexpected places. If you prefer more conventional narrative structures, Sebald is not the man for you.
