Not always, but you have to master the rules before you can break them.
If you want to write a feel good dumb dumb mediocre comedy for children then these are excellent rules, but take it from me that Dostoevski didn't follow them.

Tbh it seems to be an almost universal rule that someone is a shit writer when they tell you a formula for how you should write instead of telling you why you shouldn't write a certain way.
if anyone is actually interested in Pixar/ Disney's writing, they actually use a handful of Jungian guidebooks. Even if you want to be Dosto, it is nice to understand the strictest story structures of the most popular films so you can write against it.
