Because it has specific functionality for that purpose. If you're looking for simple log keeping and rating/reviewing platform Goodreads will suit you better. LT as the name suggests is geared towards libraries.

As the other anon said, it's because it's specifically made for cataloging libraries. Small (<20,000 volume) libraries can use it with a complete front end package (which you can use for free as a personal user) for their patrons.
The collections + tagging system works better in that way versus Goodreads's "shelves". It's easier to keep track of multiple copies, where and when they were acquired (and for how much), physical attributes, Dewey/LC and other classification systems, and their recommendation system has always seemed more accurate for me.
