carry a notebook, take notes on what you want to write, then set aside time to block out what you took notes on. if you'd like to be a writer, you should be writing constantly, and putting the words to paper when you have the time to. if you are incapable of coming up with something to write about, then you are likely not cut out for writing.

Basically this. I wrote two books and a chunk of a third by starting with outlines of premises/themes/structures and going out to write by hand with a pen and paper in some cafe or another for at least a couple of hours, at least 2-3 days a week. It still won't necessarily lead to anything amazing or publishable in the current year but you'll definitely have eventually written and completed something if you stick with it.
Experiment with different ways of writing. See if you're more comfortable/productive typing it on the computer, on the phone, in a school notebook, in a journal, etc.
Write during different types of days (rainy/sunny/overcast) or in different environments. You might be surprised what is conducive to your writing. I got a lot done while waiting for my car to be serviced once.

I can get out 2500 words on a good day and at least 750 on a bad day. It's all a matter of discipline.
