"Book" is a chapter...
Pic related is THE scholarly edition of Paradise Lost. If you can afford it and actually want to study the poem, go for it.
If not, I recommend the Oxford edition, which is the one I own and have read. The introduction is nice and the notes are good enough. It's also quite a slim book. I don't like the Norton edition because of their editorial procedures. They add punctuation where there is none for the sake of clarity, but in doing so they compromise poetic potential. That said, Nortom has better notes, essays, and better paper than Oxford, though it's more expensive.
I haven't read the Penguin, so I can't comment on it.
