This quote comes from one of his letters, and in that letter he says to his friend that he (Cicero) is coming over soon and that "If you have a garden in your library, we shall lack for nothing." He wasn't just saying that if you have a garden, and a library too, you're set. The garden has to be *in* the library. If it was somewhere else, Cicero would think you were retarded, and wouldn't come over.
