Cioran is the only semi-major Romanian writer I know of. And even he wrote his most famous works in French

There's also Mircea Eliade. Mihai Eminescu is apparently pretty good too.
There are lots of writers of the zone of Bukovina which always had a german population.
Gregor von Rezzori has been translated into English.In German Hans Bergel, Ana Blandiana are also excellent.
