Your question implies Dracula doesn't become weaker in moonlight than he is in complete darkness, however I don't think this is necessarily true. Since the intensity of light reflected from the moon is fractional compared to sunlight, it is plausible that Dracula does indeed becomes weaker in moonlight, but only marginally and indistinguishably so.
