The idea is both valid for Borges. Like someone said in this thread, his symbolism on mirrors and Labyrinths is an exploration, or reflection, towards the infinite, which also contains decisions. These are not only infinite but instantly change everyman who takes them progressively. I think it could be clearer if you read his short story "El Otro"(the other).
