Ja, you should read the Iliad first. Not that the Odyssey isn't comprehensible without it, but was definitely composed as a kind of sequel- many characters return and familiarity with them enhances enjoyment.

Read the Iliad first. The Iliad is better anyway. Then for companion reading, I suggest Eva Brann's book (Homeric Moments), and the recent book by Peter Ahrensdorf (Homer on the Gods and Human Virtue).
Just read The Odyssey, its not actually the sequel to the Iliad, its not a franchise.
The Rieu was well received when it came out but be aware you are reading Homer through 1940s language (and he was a bit loose with his translating although this is not necessarily a bad thing).
You don't need a companion text, just get together the men still loyal to your father, steal the best ship in the harbour, and go for it..

I would say no. Rieu's Odyssey was my first contact with the Greeks in high school and is pretty accessible.
