What determines that a country has/doesn't have great authors? Or are there GOAT-level works in every language, but we just don't care about those written in less relevat ones?

Canada has a lot of great authors, but is pretty sub-par when it comes to literature. We have a lot of great non-fiction writers for political/social/economic stuff though. I'm not sure why that is.
