If you're looking for just the PL, go for the Merritt Hughes edition put out by Odyssey Press in the 60s:

Hughes is still the standard edition of Milton's works. His Complete Poems and Major Prose is a wonderful and hefty tome.

So this is the standard scholarly edition, but I still think it's ideal for any reader. The introduction is excellent, and the notes are not distracting. Highly recommended.
