I need to know a foreign language for doctoral school in pure Mathematics. I like German. But the most nearby CC only has French. There's a CC in the city that teaches German but I don't really want to spend the extra time and fare on public transit unless it's actually worth it.
I think German is the 2nd or first most used language in sciences and maths so I would go with that one but French wouldn't be bad either
What do you want to use the language for? In terms of literature it's a tough call.

French

French for the bitches.
Spoken French sounds like a man or woman with an insect with a sloppy tongue for a head trying to communicate.

French because 1) it sounds sexy 2) it is more spoken and useful than German.

No and absolutely not. Those that don't use their own language always use english, no matter how bad they are at it, so the 2nd would be chinese. More ex-colonies have stuck with french than german too, so if either is used more than spanish it would be the former.
French is somehow not entirely irrelevant in math lit, but neither matters compared to english for modern publications.

But in contrast to China Germany has a long tradition in mathematics. Göttingen was what Princeton is today.
