You should read out loud.
And you should look up the pronunciation of words you are unfamiliar with, loan words and phrases, and especially the particles, articles, and simple conjugations of to be in most foreign languages. Not fumbling at though a simple french or german half-passage will astound anyone that happens to hear you reading aloud--which should be any qt you've got your eye on ;^)

If you're in university, ask the debate team if you can train with them. I got my speaking skills through a mixture of debate, mock trial, and student government in HS.
This is something that reading won't help you with. Ask yourself why Trump is successful even though he goes on stage and says, for the most part, complete nonsense. He's extremely confident in what he says, which makes his supporters comfortable projecting their opinions onto him. A lot of speaking isn't what you say, it's how you say it.
