The title is so wrapped up in layers of irony that it probably could mean whatever you interpret it to be.
It plays around with the fluidity of language in a Witty way, and some sections are basically recursive tracts about a single phrase or clause that transitions into past and future tenses of itself... It's hard to explain. If you can get into a groove with it it flows really well and makes a demented kind of sense. If you can't get into a groove I imagine it would be the most stilted, frustrating read ever.
