Favorites not named Borges are probably Harlan Ellison, R. A. Lafferty, Hemingway, Katherine Anne Porter, Chekhov, some of Lovecraft Melville Twain and Poe.

He very rarely explored the psychology of his characters like many other short story writers do, so I wouldn't say he is the absolute best, just one of the best.
