In Norway you only have to work for about 4 months to qualify for welfare. It's the minimum, you'll probably starve with that money, but still, welfare.

France has a pretty fucking good unemployment money system too, don't know exactly how it goes, but you get tons of money. Again, you have to work first to qualify.
