Roland Barthes wrote about the James Bond novels in Death of the Author. James Bond has, since the beginning, been a crossover between "low-brow" culture and "high-brow".
But I think the problem in Harry Potter lies in how seriously people take it, and how seriously people think that it's "good" for their children to read it. There's this dangerous facade that it's okay to read Harry Potter, while it's not. James Bond novels, much like the early James Bond movies, have a "funny" and sarcastic tone to them. Someone who reads Harry Potter fanatically might try to defend aspects of it as having literary worth, while anyone who reads James Bond novels knows it's all in good fun. It's more up-front about its intent.
