Summer always depresses me. He probably realizes that the EU has to be reformed for the good of Europe, particularly in the aftermath of Brexit. At this point, with all the stresses on it, any breakup would be extremely messy, and the possibility of war between the nations of Europe would be very high. The memory of the world wars is still pretty potent over there, so I think even hardcore EU skeptics would rather see it fixed instead of shattered.
