in We, everyone besides D, I, O, R, and S seem pretty damn brainless. idk, it just seems that Zamyatin described the average citizens as more infantile; anything outside of their known routine was so damn foreign that they didnt know what to do. S and the guardians did surveillance much like the people monitoring the telescreens,

Orwell seemed to have people more in a forced fervor.
