How did Inspector Javert get clearance from his superiors to go chasing after some asshole who stole a loaf of bread for 10 years? I realize he violated the terms of his parole, but still.

Firstly it was the fact he broke into a house and fled which was why it was a 10 year sentence secondly it was more a side task

He was never only devoted to tracking Valjean, he had other duties as well.

French police have always taken dedicated philosophical and poetic deeds more seriously than law and order, which is pretty banal. They wanted to see just how far he'd take it.

This is true.
It's actually illegal in present-day France to get a paternity test done, because if it turns out your kid is not actually your kid, you might abandon him. The French do not want this because they believe the family is more important than the individual. Seriously, they even cite psychologists when it comes to this law.
So it's really more about the big picture (him violating parole) than his actual crime.
