Why doesn't he use quotation marks?
He thinks they're too messy and unnecessary. Also it forces him to distinguish the voice of the characters mind as well as forcing the reader to do more work to figure it out. Im not sure if he intends it that way but

Speaking personally, the lack of quotation marks removed some of the distinction between dialogue and prose, which evoked a more naturalistic voice. Without the quotes, there was better flow, since your brain didn't have to pause for that microsecond when starting a quoted passage; you just kept reading in the same tone, from prose to dialogue. imo.
I think the real question here is why does it bother you so much?
