1. write a short summary of the plot
2. write detailed biographies of all characters
3. write every event of the story in one sentence
4. develop that into scenes (present tense)
5. add dialogue
also, know the history of the story and where it will go after the ending, even if you won't reveal it in the scenario. this goes for characters as well. as for the form, you should look up some scenarios online, also there are several computer programs for that. there's a European and an American form of a scenario, so what suits you best.
