Can a novel written in 2016 in the style of an 1800s British novel ever be considered as good as the novels it is paying homage to?

I don't see why it would. Otherwise 19th century British Novels would be best sellers right now.
Why would you want to write that? Who would read it?
If you could write as exceptional as george eliot you'd get noticed, there's tons of YA written in victorian times, no where as dynamic of course, but the problem is to attain the genuine feel of the era, the knowledge of the culture at the time to the smallest things, shrubbery, clothing, architect, thought is somewhat of a big undertaking.
Grammar is big as well, so it's more of a "can" you do it, cause if someone could they'd probably attain some reputation.
